Trump's Woke Alarm Overlooks The Continent's True Threat: Technological Stagnation.

The recent US national security strategy presents a misguided assessment of the European Union. The document asserts that open-border policies and so-called "progressive" policies pose an existential threat to the continent's identity. However, this perspective is based on a fundamental misinterpretation of the reality. The true danger facing the EU is not societal but technological and economic lag.

The Stark Economic Divide Separating Europe and the US

The data paint a stark picture. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a paltry thirteen and a half percent growth for the EU. During this period, EU GDP per capita fell from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Currently, roughly 50% of the world’s 50 largest technology firms are US-based, while only four are from Europe.

The Technological Shortfall: A Critical Question

The growing disparity is driven by stronger productivity growth in the US, largely due to technological innovation and higher total factor productivity. The landscape of global tech leadership is decidedly US-centric. In the last fifty years, 241 US firms have grown into enterprises valued at more than ten billion dollars, compared with only fourteen in the European continent.

This gap raises a vital issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe stand? Experts widely concede it is largely a two-horse race involving the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of the Continent's Innovation Gap

A number of key reasons explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and agile network for financing new ventures. The EU has yet to establish a true capital markets union, a factor that limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can launch a product under a single regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a larger population, is divided among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically viewed with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has weakened its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find causes for hope. Policymakers are increasingly aware of the severe threat and have begun to propose substantial change. Notable analyses on European competitiveness and the internal market point to the need for major changes.

Given appropriate policies and rule changes, Europe's strengths might enable much higher degrees of business-led breakthroughs.

Europe still possesses considerable advantages: skilled workforce, top-tier education systems, and world-class research institutions. Alongside a large internal market and high savings rates, these foundations have the potential to trigger a surge of venture creation.

Importantly, even if the EU does not take the lead in developing cutting-edge technologies, it can still dramatically increase productivity by adopting and adapting advancements from elsewhere.

A Critical Juncture

Europe now faces a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. However, without bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in world influence.
